When Gutzon Borglum made plans for the national memorial, he included designs for a Hall of Records behind the completed figures. Borglum intended the United States' national documents such as the Declaration of Independence, Bill of Rights and U.S. Constitution would be preserved within the hall. That vision did not come to fruition, and the Hall of Records was never completed. Today, the 20-foot-tall, 70-foot-deep Hall of Records is inaccessible to the public, and the United States' national documents remain in Washington, D.C. However, in 1998, 16 porcelain enamel panels containing the text of the Declaration of Independence, the Constitution, and the Bill of Rights were placed in the Hall, along with a biography of Borglum and information about the four Mount Rushmore presidents. All were placed in a teakwood box and sealed in a titanium vault with a 1,200-pound granite capstone to secure it for the next few millennia.
